The Laredo ISD Bilingual/English as a Second Language (ESL) Program, and its educators, recently earned first place 2022-2023 District of the Year “Connect to Literacy with Summit K12” during the 51st Annual Texas Association for Bilingual Education Conference (TABE) held in McAllen, Texas.
Laredo ISD received the following recognitions for the Usage and Effective Implementation of the Summit K12 program in 2022-2023:
District of the Year Category (Medium Size):
1st Place State-wide Winner-District of the Year, Laredo ISD, 2022-23 Connect to Literacy with Summit K 12
High School of the Year Category:
3rd Place State-wide Winner-High School of the Year, Nixon High School, 2022-23 Connect to Literacy with Summit K12
High School Top ESL Teacher of the Year Category:
4th Place State-Wide Winner, Nixon High School teacher Maritza Gomez, Top ESL Teacher in Texas Achieving substantial growth on TELPAS in 2023
Middle School of the Year Category:
2nd Place State-wide Winner-Middle School of the Year, Lamar Middle School, 2022-23 Connect to Literacy with Summit K 12

“We are extremely proud of the accomplishments of our campuses and our bilingual students. Summit K12 is a program that we implement district-wide for our Emergent Bilinguals, and it effectively provides support to develop the English language within the four domains of listening, speaking, reading, and writing,” said Dr. Carmen Pompa, Director of LISD’s Bilingual/ESL programs. “The commitment and the successful implementation of Summit K12 provides our Emergent Bilinguals with the tools necessary to master and progress on the Texas English Language Proficiency Assessment System (TELPAS) and State of Texas Assessments of Academic Readiness (STAAR).
The LISD Bilingual Department serves nearly 12,000 Emergent Bilingual students (EBs), which is 58% of LISD’s population. Dr. Pompa directs the 588 bilingual certified teachers and 210 ESL certified teachers who work at LISD.
Additionally, Dr. Pompa and LISD Bilingual/ESL Strategist & LPAC Compliance Iliana Molina were invited to participate in the TABE podcast where they discussed the district’s strategies for a successful incorporation of Summit K12 while highlighting the district’s principals for their commitment and dedication in encouraging students to achieve their maximum abilities.
According to their website, TABE pursues the implementation of educational policies and effective bilingual-bicultural programs that promote equal educational opportunity and academic excellence for Bilingual/ESL students.
