The Laredo Independent School District has been highlighted by the Texas Education Agency (TEA) for its impactful partnership with Serving Children and Adults in Need (SCAN), a collaboration that is setting a new standard for school-based mental health support. Through this initiative, LISD is ensuring students have access to crucial mental health resources that promote emotional well-being and academic success.

Featured on the official TEA website, the state agency recognizes LISD’s partnership with SCAN as an instrumental collaboration in strengthening the district’s approach to student mental health by integrating preventive programs, early intervention strategies, and professional training for educators. With a shared commitment to student wellness, LISD and SCAN have worked together to create a supportive environment where students can openly discuss mental health challenges, receive counseling services, and develop skills to navigate stress and adversity.

“The mental and emotional well-being of our students is just as important as their academic success,” said Cindy Dominguez, LISD’s Director of Guidance and Counseling/At-Risk Populations. “Through this partnership, we have been able to provide students with immediate support, equip staff with training to identify early warning signs, and create a culture where seeking help is encouraged. We are proud to be recognized for these efforts and remain committed to ensuring our students thrive both in and out of the classroom.”

As part of the initiative, LISD has expanded access to evidence-based mental health programs, ensuring students across all grade levels benefit from social-emotional learning and resilience-building strategies. The district has also prioritized professional development by training teachers, counselors, and administrators in mental health first aid, empowering them to respond effectively to students in need.

LISD Superintendent Dr. Sylvia G. Rios expressed gratitude for the recognition from TEA, emphasizing the district’s commitment to student well-being. “Our responsibility as educators extends beyond academics—we must ensure our students feel safe, supported, and heard. This partnership with SCAN has allowed us to build a strong foundation for mental health awareness, equipping our students and staff with the tools they need to navigate life’s challenges. We are honored by this recognition and remain committed to fostering a culture of care within our schools.”

As LISD moves forward, the district remains focused on expanding access to mental health resources, increasing awareness, and strengthening its comprehensive support systems. This recognition by TEA reaffirms LISD’s leadership in prioritizing student success and its unwavering commitment to fostering a supportive and enriching school community.
